In the past few years, we have witnessed many changes in teaching English as the globe. The whole field of language teaching has been influenced by the advancement of the modern technology and the linguistic and cultural diversities of both student and teacher populations. The changing needs of our language learners have prompted the changes in concept in developing a new framework in which communicative competence is not only an objective goal for our students, but also a subjective investment by both learners and teachers. In this plenary, Liu is going to base his argument on the results of an international survey on language teaching methods by offering a new conceptualized teaching framework in which all the factors in curriculum development, syllabus design, materials selection, testing and evaluation, as well as professional development are parts of a whole. Liu will illustrate his points by using a concrete model he developed on a university research site in China He will conclude by shedding lights on the empowerment of Nonnative English speaking teachers in EFL contexts, and the implications for teacher development.
