DEVELOPING AN ORGANIZATIONAL CHANGE MODEL FOR THE PUBLIC SERVICE SYSTEM

The present study intends to propose an organizational change model for the public sector to fill up the performance gaps. According to the empirical research for the Taiwanese public agencies by Chen et al. (2005), four significant performance gaps were found in design and management of the public service system. Hence, how to fill up these performance gaps is an important issue. The present study proposes an organizational change model, which is a three-phrase change model for the public sector-Evaluate, Re- evaluate, and Action (ERA).
