A multi-walled carbon nanotube being effective slowing-down system is proposed as a potential candidate for nano-scale realization of Cherenkov-type emitter. The possibility of strong retardation of electromagnetic wave in multi-layer graphene is demonstrated. The quantum field approach is used for deriving the plasmon dispersion equation.
