The construction of water-development works in districts, whose natural environments experience a significa~ 'opogenic effect, requires increased attention to problems involving the quality of water in the reservoirs. Under thes itions, comprehensive water-conserving measures are necessary to ensure long-term quality. The composition of the~ ures is determined by the loading pattern of the area, and the overall ecological situation. Frequently, the same ecolog ffect can be achieved by different combinations of measures. This paper* addresses the modern state of the water environment in the district in which the Podol'sk hydrauli ty is being constructed, forecasts a change in water quality under the reservoir's influence, and substantiates the optim~ ~osition of a set of water-conserving measures. A set of measures that makers it possible to provide the required wate ~' in the reservoir with minimum economic outlays is understood as the optimal composition. The Podol'sk Reservoir is under construction on the Pakhra River in the Moscow Oblast. The dam-site is situate the town of Dubrovits. The purpose of the entity is to supply water to the district, improve the ecological conditions of the river, and satisf ational demands of the population. The Pakhra is the basic water artery of the Podol'sk district. It is 135-km long. Base e pattern of supply and the interyear runoff distribution, the Pakhra Basin is classed as an Eastern European type o -- with a high spring flood and low mid-summer flow. The basic components of the river's supply are as follows: snog ), rain (30%), and soil (12%). The most significant tributary of the Pakhra -- the Desna River is unaffected by the reservoir under construction. The Mocha River is a right-bank tributary of the Pakhra. It is 58 km in length. The damsite is located on the Pakhr a below the confluence with the Mocha. The backwater formed by the dam for the Podol'sk hydraulic facility will spread out along the Pakhra, Mocha sa, and Lubyanka Rivers.
