It is a very strategic and efficient policy for Korea, a small country with few natural resources, to develop
information and communication technology
(ICT) as an alternative source of development. The surprisingly rapid development of the ICT industry is a result of long term and optimal R&D investment and also due to the national uniqueness of this industry field. Specially, the fast diffusion of super-highway internet has enabled the advanced foundation for this industry. With the development of ICT, a new type of industry has emerged. The
digital content
industry has enjoyed the benefits of the ICT industry development and has the distinct characteristics compared to traditional industries. Economic scholars are forecasting the various future possibilities and the
next generation
of ICT. They emphasize the necessity of moving the axis from communication network-based services to content-based services.
