Along with the development of Internet and WEB Technology, Many academic journals have established their work Website on the Internet, using WEB-based contribute system to deal with manuscripts. But many small academic journals which affiliates to higher education of the local government have no enough financial resource. They cannot afford to purchase or develop such system. In addition, to go over a manuscript, the work flow may not be the same in academic journals. To solve these problems, we proposed the application of workflow technology in contribute system which is based on Application Service Provider Model, and gave the related model.
