The index Capacity-Load Ratio (CLR) is a macro-technical indicator that is always used in urban electric
network planning
to reflect
power supply
capability. The value of CLR has significantly influenced the investment of construction and reformation about urban electric network. In today's
competitive electricity market
environment, the determination of a rational CLR is one of the major issues of power utilities. Rational CLR means that utilities have reasonable investment to ensure
power supply
with adequate quality and reliability.
